Human Resources Compliance Coordinator (Long Beach Day Nursery)

Position Summary: Do you have a passion for human resources and want to make a difference in the community? Form part of a dedicated team of solution-oriented professionals who seek to expand the scope, services, and impact to young children and families. Apply for the Long Beach Day Nursery (LBDN) full-time Human Resources (HR) Compliance Coordinator position to undertake a variety of HR administrative duties. You will facilitate daily HR functions like keeping track of employees records and supporting administrative processes. The ideal candidate will have a broad knowledge of Human Resources as well as general administrative responsibilities to keep HR systems, processes, policies, and practices compliant with federal, California, and local laws and company guidelines.  Be able to work autonomously and efficiently to ensure the end-to-end running of HR projects and operations along with implementing the compliance piece. To succeed in this role, you should be familiar using HR software and tools including ADP. Ultimately, you should be able to contribute to the attainment of specific goals and results of the Finance department and the organization.

Roles and Responsibilities:

Leave and Benefits Administration:

  • Responsible for all aspects of leave of absence management: compliance, communications, documentation, managing leave dates, benefits and communicating leave information to employee and appropriate supervisor
  • Maintain current understanding and knowledge of rules and regulations for all types of employee leaves; this will include Covid-19 specific leave support during this time
  • Coordinate and participate in group benefits renewal process
  • Lead the planning and coordination effort to conduct benefits open enrollment periods
  • Administer benefit plans, audit and reconcile invoices payments for all plans;
  • Oversee employee eligibility and written communications to participants, broker, and vendors
  • Assist employees with issues and concerns regarding their benefits package and leaves of absence and troubleshoot problems
  • Manage and schedule mid-year employee benefits enrollment for new hires
  • Work with Finance Director to track, ensure compliance, and report on ACA
  • Manage COBRA benefits and communicate with third party COBRA administrator for employee needs
  • Section 125

Administration and Process Flows:

  • Implement compliance programs and HR policies, which include, but are not limited to, unemployment, leave administration, disability programs and I-9/Right to Work compliance.
  • Assist payroll department by providing relevant employee information (e.g. leaves of absence, sick days and work schedules)
  • Perform routine tasks required to execute human resource programs including but not limited to compensation, benefits, leaves, and HR software (ADP)
  • Oversee workers comp claims from incident to closure: including interview/investigation, documentation, claims reporting, and insurance, employee, and supervisor communications
  • Track required employee trainings, and support Director of Programs in ensuring compliance with required trainings

Employee Handbook, Policies, and Support:

  • Ensure HR implementation is in alignment with Employee Handbook
  • Annually review employee handbook and work with personnel committee to make suggestions for updates
  • Work with Senior Staff and Staff Committees to identify, develop, and implement employee support programs: such as vacation buy back, scholarships, professional development stipends, wellness and safety programming
  • Conduct workplace investigations in adherence to California law and regulations

Records of Personnel-related Data:

  • Ensure all employment requirements are met (payroll, personal information, leaves, turnover rates etc.) in both paper and the database
  • Maintain employee files and ensure proper documentation is retained
  • Document and standardize HR processes tied to compliance programs
  • Ensure new hire paperwork is completed and processed
  • Ensure compliance with I9/Right to Work documentation
  • Review unemployment claims, EDD paperwork, and draft responses for Executive Director approval
  • Respond to employment verification requests

Communicate Effectively with Employees:

  • Communicate HR processes tied to compliance programs
  • Explain human resources policies, procedures, laws, and standards to new and existing employees
  • Respond to internal and external HR related inquiries or requests and provide assistance as needed
  • Redirect HR related calls or distribute correspondence to the appropriate person of the team

Support other Functions as Assigned

  • Assist in ad-hoc HR projects, like research on new leave policies and monitoring changes in federal, California, and local legislation
  • Produce and submit reports on general HR activity
  • Recruit and hire new employees as needed
  • Manage administration of labor law posters

Experience Needed:

  • BS/BA in Business Administration or relevant field; additional education in Human Resource Management will be a plus
  • Proven experience as an HR coordinator or relevant human resources/administrative position
  • Knowledge of human resources processes and best practices
  • Knowledge of federal and California benefits, employment regulations and workers’ compensation requirements
  • Knowledge of and experience with health benefits administration
  • Working Knowledge of California Wage and Hour and HR Regulations. 
  • Knowledge of HR data base administration-ADP experience preferred
  • Familiarity with accounting and billing procedures
  • Experience with Microsoft Word, Excel and Outlook
